MR. VALLINAYAGAM AND THOMAS JOHN K attended meeting with CMD BSNL on membership verification programme. All other participating
unions attended. CLS expressed its inability to conduct the membership verification election and asked the BSNL
manaement to do the task. All but NUBSNLW agreed. Mr. Thomas Johnk K objected saying that the process can not be expected
to be neutral and complains of partiality may arise. Ultimately, the management asked the particpating unions to
come with unanimous view. The joint meeting of participant unions took place on 22.11.2001 and 23.11.2001.
It was agreed to jointly press for wage-settlement before election process starts as it is likely to be delayed by six
months. The base will be MTNL pay scale. A committee was formed. Details to follow .. F . N . T. O
FLASH NEWS MEETING WITH CMD, BSNL. In the meeting
with CMD, BSNL, and Board of Directors on 21\11\2001 there was no consensus among the applicant unions regarding the time
schedule for the verification. The CMD informed that Chief Labour commissioner has expressed his inability to conduct the
verification so BSNL will do it on its own. FNTO objected to this and wanted only the nodal ministry should conduct the verification
as per law. Except NFTE all unions contended that the code of discipline is not binding if the Labour Ministry opts out.
Still the CMD informed that the BSNL proposes to hold the CBA election by 3rd week of January 2002 or so and unions are free
to approach the CLC for any clarification before the end of this month. He also insisted the unions may discuss and come with
a consensus, if possible and to meet him on 23rd of Nov 01 JOINT COMMITTEE OF BSNL UNIONS. After the meeting
with CMD was over all the applicant unions Big and small met and discussed whether a joint committee can be formed so that
wages and service conditions can be negotiated straight away, without waiting for verification as the workers started demanding
wage revision. The response from all the unions was positive that a joint committee of all unions with two representatives

in the Committee. Constituent unions are NUBSNLW (FNTO), NFTE BSNL, BSNL Mazdoor Singh (BTEF), BSNLEU, BSNLMS, BSNLATM,
BSNLNTSU, TEPU, BPSA, AIBRU, BSNLRU. JOINT MEETING AT FNTO OFFICE. Joint committee of BSNL Unions met at
our office on 22nd Nov 01 further discussed and drafted a letter to CMD, BSNL, requesting him to defer the verification and
to start wage negotiation, keeping the MTNL agreement as the basis. MEETING WITH CMD ON 23RD Nov01. On 23rd
November, the leaders of the joint committee met the CMD and other officers of BSNL, and presented the letter to him duly
requesting to start the wage negotiations at an early date. CMD promised to arrange a meeting in December 01 after checking
up the legalities etc. APPEAL TO MEMBERS. Despite differences in perception, BSNL unions including the four
main rivals, compelled to come together to form this committee, as the wage negotiations takes priority over verification
where the stalemate continues on one reason or other. However our members are cautioned not to allow any let-up in the preparation
for the verification of membership as the same may be ordered at a short notice in case the above exercise does not take off.
PREPARATION OF JOINT MEMORANDUM. The General Secretaries and Circles secretaries of FNTO unions and other
merged unions (with FNTO) may forward their view suggestions, proposals for the preparation of common memorandum for wage
revision keeping the MTNL agreement as basis. ARREARS OF QUOTA AND BONUS DONATIONS. Very few branches have
responded to the call of FNTO to clear the arrears of quota and donation. Arrears of FNTO quota and Bonus donation may be
remitted without delay to Financial Secretary, FNTO, T-16 Atul Grove, New- Delhi-110 001. ARRERS OF CHQ QUOTA up
to October 2001 and Bonus donations may be remitted to the respective CHQs separately without further delay. PRESIDENT
COMPLETES JTO TRAINING. Mr. Thomas John, President FNTO, has successfully completed the JTO training and joined duty
at Ahmedabad, during the 1st week of November. He has attended the meeting with CMD on 21st and 23rd November and will be
