Dear Valli,How are you now? Hope you are improving. Take full rest and medicineI
will not be in a position to go Delhi on 15th, as I have to appear the examination on that dayI feel that, the letter can
be on the following lines. (1) The agreement reached between the unions and the administration in the meeting held on 27th
February 2001, was that the unions can take time up to 31st October 2001 to register their union. Then there is no meaning
in meeting now nor asking for any documents. We will submit our view only after 30th October 2001, as agreed mutually by the
BSNL administration and Unions in presence of Labour Ministry Officials. Unilaterally advancing the date is not agreeable
to my union2. In the above meeting it was also agreed by the BSNL management, that Presidential order about the absorption
of staff in BSNL would be issued by 30\04\2001. As this perquisite is not met by the Government of India, the Group C and
Group D Employees continues to be the employees of government of India and hence the code of discipline is not applicable
these employees. These DOT employees have their own recognized unions to deal with their problems. In view of the above,
this meeting cannot discuss the trade union issues of DOT employees who are on deemed deputation with the BSNL.Hence National
Union of BSNL Workers (FNTO) requests you to cancel this meeting, which got no legal standing. (The above decisions are circulated
by the BSNL, management vide No. BSNL\5\SR-2000 dated the 20th March 2001.) Further, it is learnt that the BSNL Management
has taken stand that BSNL is an industry, which is in fact incorrect. The Telecom Industry consist of the oldest corporation
the VSNL, then the MTNL, 50 odd private telecom Companies spread over the country and the latest addition the BSNL. It is
illogical to state that BSNL itself is the Telecom Industry. We have reservation on this issue. Other issues to be decided
are number of unions to be recognized and other procedures of the verification. We urge the BSNL management and Department
of Telecom to sit together and sort out the procedures for Presidential Order for the absorption of the DOT staff to BSNL,
at the earliest. Once this procedure is completed, and after 31\10\2001, (the cut of date for submitting registration etc.)
there can be meetings with all the registered unions to decide on various issues pertaining to the proposed membership verification
process.
DETAILS OF MR.VALLINAYAGAM'S MEETING WITH COMMUNICATION MINISTER.
There was a
meeting with Hon'ble Promod Mahajan , Communication Minister on 23-10-20001,seperately for FNTO ,SG and Fin. Secy. attended
the meeting and presented the following issues.
RECOGNITION OF MORE THAN ONE UNION IN BSNL
HM
recognised the need for more than one union in BSNL especially if the first union scores less than 50%.As both CMD and Labour
Ministry hesitates to use their discretion in this regard much has to be done in this direction and FNTO will pursue it.
IDA PAY SCALE FOR NON EXECUTIVES AND EXECUTIVES
HM has promised to look in to the matter incase verification
is further delayed.
EDP SCALE FOR SR.TOA WITHOUT EXAM
HM has promised to look in to the matter even though
he feels it would be difficult to reverse the group of Mnisters' decision.
RESTORATION OF STD IN RENT FREE PHONE
HM reaction is positive.Perhaps he may direct BSNL to issue orders.

MR THOMAS JOHN K, Completed his training of JTO on 2.11.2001 and got allotment for Ahmedabad Telecom District.
FNTO Gujarat congratulated him on his joining duties as JTO at Ahmedabad.
As promised, he started his work of organising
NUBSNLW and started for POONA to address NUBSNLW CONVENTION to be attended by about fifty activists from Maharashtra Telecom
Circle.
Mr.THOMAS JOHN K & D.D.MISTRY attended PALANPUR CONVENTION ON 21.10.2001 WHERE MORE THAN 350 ACTIVISTS
FROM DISTRICT PASRTICIPATED. THEY WERE ADDRESSED BY MR THOMAS, D.D.MISTRY. MR. D.K. ROHTAGATI, GM ALSO ATTENDED THE FUNCTION
FOLLOWED WITH OTHER OFFIERS OF THE DEPARTMENT.
