Sub: A Memorandum on long pending issues of NUTE GR C. Sir, The C.W.C. Meeting of the Union was
held at Ahmedabad during the period from 27.07.2001 to 28.07.2001 and during transacting agenda items all the CWC Members
expressed their anger and dissatisfaction towards inordinate delay in settlement of staff grievances by the Circle and SSA
Heads. A resolution was unanimously adopted placing on records dissatisfaction and deciding to submit joint Memorandum.
1. In ordinate delay in giving relief to earth quake victims. 2. Non-granting of formal meetings to FNTO Unions at
Circle/SSA Level. 3. Mass transfers of Phone Mechanics & T.T.As. 4. Non implementation of RJCM Decisions: a)
In ordinate delay in issuing orders for Rule 38 Transfers. b) Training to left out Sr. T.O.As. c) In ordinate delay
in regularisation of Part time labourers and conferring them Temporary status. d) To expedite approval for various Hospitals
for Medical Reimbursement purposes and to clear Baroda TD pending MR Cases. e) To implement five days week pattern for
TRA/Commercial Sections in all SSAs. f) To give officiating to 10% BCR Promotees w.e.f. 1.1.2000 and onwards as selected
by DPCs. We enclosed herewith details on each items for your immediate attention with a request to settle long
pending grievances within time frame. Further, it was also decided that if no satisfactory reply were received from
the Administration by the end of August 2001, trade union action would be resorted to for which sole responsibility will exclusively

ORDINATE DELAY IN GIVING RELIEF TO EARTH QUAKE VICTIMS: The devasted earthquake occurred on 26th January 2001 through
out Gujarat, badly affecting Bhuj, Amreli, Rajkot, Jamnagar and Ahmedabad Districts. The damage to human lives and property
in Bhuj was beyond imagination and the World poured relief to victims. We regret to state that in Gujarat Telecom
Circle, the issue of relief has been ignored totally irritating the workers. Though the telecommunication despite many odds
was restored in an exemplary manner and was appreciated by one and all. For your information, we would like to point
out that Railway has paid Rs.3, 000/-, Postal Rs.2, 500/-, IOC rs.10, 000/-, FCI Rs.15, 000/- to be recovered in 60 installments,
KPT Rs.10, 000/- and all Nationalized Banks have sanctioned Rs.84, 000/- as advance out of which Rs.18, 000/- is interest
free advance. We, therefore, request you to kindly look into it and sanction Rs.15, 000/- as earthquake relief as
discussed earlier. 2. The BSNL New Delhi has issued clear instructions to give formal Meetings to FNTO Unions at
Circle/SSA level. Since last six months, neither Circle nor any SSA has given such meetings. We request you to give such meeting
by month end. Non granting of meeting has resulted in creating hurdles in normal working. When management can have its own
meetings on weekly basis, what prevents it to have such meetings at periodical interval is not understood. 3. Mass
transfer of Phone Mechanics and TTAs: We are flooded with problems of mass transfers of PMs and TTAs by SSA Heads without
any justification. In Baroda, Junagadh, Nadiad,Surat and Ahmedabad such cases are many. Though there is no justification,
TTAs are shunted out to rural places eliminating them totally from urban places creating shortage of them affecting the efficiently
of the services. Creation of PMs posts are inordinately delayed though there are sufficient vacancies. 4. Non Implementation
of R JCM Decisions: a) In Ordinate delay in issuing Rule 38 Transfer Orders: The issue was discussed in the last R
JCM meetings and also in review committee meetings. We regret to point out Rule 38 transfers for TTAs cadre have not been
effected though discussed several times. Same is case with transfers of Sr.TOA (TG) & (TL) which are pending since last
15 years. Now plea is advanced that there is a ban on transfer orders. Because there was delay on part of administration,
said orders were not issued and there is no ban on processing cases prior to 1.6.01 with mutual consent of staff unions. Further,
we can process the cases and finalize them and relieve them in phase manners spread over to three months from now. b)
Training of Sr.TOAs: As per agreement with Management and subsequent orders, screening test was conducted and result announced
for cadre of Sr.TOAs. Now for want of training they are loosing their monetary benefits. It is requested to expedite the training
to such officials who have become successful in screening test. c) In ordinate delay in regularisation of Part time labourers
and conferring them Temporary status: Though the items has been discussed often, we regret that there is no progress in the
matter and large number of eligible officials are suffering as administration is in active. Case of DTO Gandhinagar, which
is of year 1988, requires special consideration. The PGM Ahmedabad for the reasons best known to him is delaying the case
though the officials is eligible for absorption. d) To expedite approval for various Hospitals for Medical Reimbursement
purposes. The issue is pending since last R JCM and no progress have been made. Cases of Vadodara and Ahmedabad SSAs are worth
mentioning. e) To implement five days week pattern for TRA/Commercial Sections in all SSAs. We had sufficient discussion
in the matter in full fledged R JCM Meetings but no unanimity could be achieved. As a result, SSAs are following their own
pattern, as they like. We request you to implement the DOTs latest orders which are in supersession of all earlier orders
and as a result of a task committee appointed by the Department. f) To give officiating promotion to 10% BCR Promotees.
w.e.f. 1.1.2000: The PGM Ahmedabad had hold DPC on 24.12.1999 and all officials were due for officiating promotion w.e.f.
1.1.2000 but the officials are denied the officiating from due date by PGM Ahmedabad. Further, few officials were promoted
in Feb/March 2000 instead of from 1.1.2000. The issue was discussed in the last RJCM and also in review committee and PGM
Ahmedabad was instructed to implement the orders. We request you to look into the matter and issue instructions to the PGM
Ahmedabad to rectify his orders accordingly.
